- Because the federal government is depression proof. It is the major employer in the area and many of the smaller employers are in business to deal with the government. Historically, the Washington DC area has been depression proof. In fact if there is a depression the government just hires more people to try and figure out how to end the depression. So, growing employment (no president has ever succeeded in reducing the size of the government -- no matter what they say when running for election) results in a constantly growing population with an ever increasing need for goods and services.
